If it is showing as completed then the person you sent it to has an active paypal account and has been paid.
If you sent it using the friends/family option and they are saying non receipt then that sounds like a scammers trick as they get you to pay that way knowing you would have 0 buyer protection as you didn't use the goods/services option.
Only you can confirm that but paypal transferred the money how and to whom you requested it sent to.
Advice is voluntary.
