Help with "Using PayPal as payment method in Donorbox"

We have established a Donorbox account.  There are 2 Payment Methods:  Stripe & PayPal.  

Stripe works.  

PayPal declines the transaction on the donor side.

Donorbox has a PayPal reason code:  ""Payer_cannot_pay_receiver"

On the Business-Nonprofit PayPal Activity page:  PayPal shows the transaction/ payment as "Completed" and then the next line shows the transaction/ payment as "Voided"

How do I resolve this issue?
