How can I pay for Instagram promotion using PayPal balance?

Instagram keeps asking me to add credit/debit card when I chose PayPal, is it possible for me to pay using PayPal balance?

I have the same problem. And I don't have a credit or debit card.
PayPal loses its meaning.
