Warning: Shell Fill and Go using PayPal automatic payment agreement! Avoid! Fraud!

I have had two separate amounts charged by Shell to my PayPal account and consequently my bank for approx £90 leaving me short of covering my bills without using savings. The two amounts appeared within 20 minutes of each other in areas in London that I haven't been to and for types of fuel that I don't use. The big drama is that the Shell Go+ app is not secure and the issue has been ongoing since 2015, as discussed in this thread:

I spoke to PayPal over the phone and all they could suggest is a charge back due to the GO+ app being setup as an automatic payment???? Yes I am confused too. And Shell are saying that it is PayPal's problem as their security is top notch 👌 LOL!

In short I have cancelled the automatic payment mandate through PayPal to prevent further payments. And through a Windows PC, as I couldn't log in to my Go+ account through my phone anymore, I changed the password and logged out all devices on the account. That had the desired effect of letting me back in and thus proving that the Shell app is compromised.

Be warned, 5 years of this going on and Shell haven't fixed the issue. Use at your own risk.

UPDATE:

Paypal have refused to refund the fraudulent amounts claiming the transactions were "not unauthorised". Onto the next step, formal complaint followed by Financial Ombudsman. What a great Christmas present Shell GO+ and paypal have lovingly given me this year.

Had exactly the same thing this weekend from a Shell station in Barking. Have deleted my Shell go+ account completely. Not sure how to go about getting the money back. As with you, Shell insist that it is a PayPal problem (clearly not as I have 2FA on my account and the payment was made using the Shell Go+ app). I will contact Amex to see if I can stop the payment that way. Have also contacted the police - there must be CCTV footage.

One of my two fraudulent payments was from Shell in Barking. I have worked out much like you that the issue lays with a flaw in the Shell go+ app, I couldn't access the app with the password that I had set and the PIN had been changed (not by me). I am going to to the FOS to complain. I am also going to post in as many consumer forums as possible and contact all the complaints programs on TV and the newspapers to make as much of a stink as possible. At a time when we should be using services like this to avoid human contact, we are afraid to use the technology because if you get defrauded neither company is taking the problem seriously. PayPal and Shell have been as helpful as a bikini in the Antarctic. To get your money back a chargeback is the fastest method. But it doesn't need to be. This is clearly fraud. PayPal should issue refunds instantly.

Same thing happened to me a few weeks ago. Both PayPal and Shell are raising their hands saying they're not responsible. Was anyone actually successful in getting a refund from either parties or your bank? I've submitted a chargeback claim and waiting for feedback.
