Hello @KBG52,
Welcome to the PayPal Community Forum and thank you for your post!
I understand your concern about PayPal Pay in 4 being charged twice. When you attempt to make a payment, the amount can be temporarily charged to your payment method. This is an authorization charge. As the merchant only shows one transaction in their account, the merchant will only complete one order. Therefore, the other temporary charge will be removed or will drop off automatically. This typically takes 72 hours; however, it may take up to 30 days to be removed by the merchant. You don't have to be worried as this is normal practice for online payments. If the duplicate charge still appears on the account after a given period of time, you may report it once the transaction shows as completed. Please don't hesitate to contact our Customer Support if you have any concerns. To contact us, simply click on contact at the bottom of our website. Alternatively, you can contact us via Facebook https://www.facebook.com/PayPal or Twitter @AskPayPal.
Good Luck,
Ayesha
