Hi - Does paypal support non commercial peer to peer payments for a mobile social app that is helping an event organizer collect money from friends and family to get reimbursed for expenses (book club food, tennis court fees etc). Similar to how people use venmo - should be a frictionless experience launched from the app or within the app. If it launches paypal or venmo it should pre-populate the payee, amount and then send info back to the app when transaction is complete. I know paypal has a marketplace but it seems this is for commercial purposes and would trigger tax and regulatory complexities. Other concerns with marketplace would be the fees, since these are non commercial I doubt people would want to pay fees.
