paypal credit pending payment

I paid my rent on Saturday using PayPal credit (as PayPal is an option on my councils website) and the payment is still pending. Website crashed and I thought nothing of it at the time. I have since contacted the council and they have said that there is no pending payments or any transactions relating to payment. I have since paid again and this time got a payment successful receipt on top of the usual emails you get for paying someone with PayPal.

in short how long does a transaction stay pending if the merchant has no history of it heading there way? will the council take one payment or both?

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.

If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source.
