I am trying to see if I can add my 17 year old daughter to my account so she can have her own card

Thank you for your post and welcome to the Community! I can definitely understand the desire to provide your daughter a card, especially in a way that is associated with your account. However, PayPal does not currently offer services to minors. The minimum age for use of an account is 18, and higher in any places where the age of majority exceeds that. Additionally, multiple people cannot share an account unless it is a Business account with multiple logins associated.
