Pay in 4 Denied

I have recently been denied for Pay in 4 due to "Number of denied debit card payments using your paypal account(s) in the last year".
Now for background, I have been utilizing Pay in 4 for about a year for two vendors for my small business. In the past year, I have successfully used Pay in 4 for approximately a year with about $15k in transactions that I have paid off. However, I was in a bad car accident and hospitalized for more than a week and in that time my card was charged for refunds, bills, etc without me being able to transfer money in. Since getting out, I have transferred money into my account and have paid outstanding bills not able to be charged (four of them) and even paid ahead like I normally do.
My question is simply will I be able to use it again in the future? Because based on the response of "Number of denied debit card payments in the last year" I would assume that it wouldnt matter if it is 2 weeks, or 8 months from now - It will continue to say that because of those four missed payments that I will be denied because they happened during this year. I understand it is computer generated decision. I understand they cannot see the decision. I understand they cannot review or overturn a decision. However, it would really be disappointing if 4 late payments due to me being in the hospital, despite a year of successfully paying 15K with Pay in 4 would disqualify me from all future orders this year with it only being March all because of this.
I only use this for two vendors because they do not have net 30 option for me and my small business. I do large orders because it means free shipping and discounts on my order total for ordering in bulk. I get that things happen, and maybe I am out of luck moving forward and need to suck it up. But I cannot get a straight answer from anyone.
When I call, I am told they cant review or overturn decision - not what I asked for.
I am told that I can continue to make attempts, and to ensure I have funds in my account so this doesnt happen again - Cant really apply if it doesnt show up for me anymore
I am told that future purchase requests will improve my score with approval - cant get approval or make future requests if I am denied and it doesnt show up.
I am told that there are many other factors that are used and that denials hurt me - but the only way to try is to apply and I cannot know whether I will be denied or not.
None of this makes sense. One guy nearly kills me on the road while they were drunk driving and now I am **bleep** out of this as well.

My guess that yes you will eventually be able to use PayPal in 4 again and Pay Monthly if you ever want to use that. Unfortunately missing payments on these plans is literally the worst thing you can do. I totally sympathize with you about your car accident and such, but all these decisions are done by algorithms, and obv people's hardships are not factored in.
Since you have had a really good payment history for awhile until recently, most likely Pay in 4 and Pay Monthly will start showing up again down the road. When? Nobody really knows that answer. It could be back soon or honestly not for months and months. Also expect your amount to be approved for when it does come back to be pretty small. You are going to have to work your way up again(pretty much start all over) and earn PayPal's trust.
In case you didn't know, in the PayPal app you can touch Pay Later in the menu section and sometimes you will have a prequalified amount showing, which is pretty accurate on how much you will be able to spend on your Pay in 4 purchases. Will go up to $1500. Don't worry if you don't have a prequalified amount, not all users have one. And it only shows up on the app, not on a computer logged into your PayPal account.
