Hello @bmahler,
Welcome to PayPal Community Forum and thank you for posting!
I am sorry to know that you're having issues with the QR code. To activate, Open the Camera app and hold your Android phone so that the QR code appears in the viewfinder. Your phone should recognize the QR code and give you a notification. Tap the notification to open the link associated with the QR code. If you aren't notified, go to Settings and enable QR code scanning and try again. If the issue still persists, kindly reach out to PayPal Customer Support team through the available contact options on our website so that our advisors can help you accordingly.
Regards,
Ayesha
