I am seeing the same thing going back 6 months on other forums, and I am having this issue too. Clearing cache, etc. is not helping. This is my first PayPal account that is a business and this is not looking good to my customers. I have tried for over a week now everything I can think of and find on the internet. Has anyone found a successful work around to this problem?

Is there any solution for this error or we should stop using paypal and find other alternative?
It's very frustrating that Brand like paypal having such unresolved issues which is very critical for any business.
Also, whenever I am trying to get in touch with support team there is no support agent available. It's very disappointing

I spoke with a representative about this problem and all they could tell me was that because my account was new, that is was in a "review period" which meant I was not able to send invoices until my account had experienced "enough activity." However, she couldn't give me any quantifiable amount of time or activity to tell me when I would be able to send invoices. She suggested I try requesting the money for a "period of time" to the person I'm intending to invoice and then try sending an invoice again in a month or so. However, once again, she couldn't tell me how long or how many times I would need to do this. Extremely unhelpful. I asked, "What is the point of using PayPal if I can't even utilize your services?" Her response was basically that I was welcome to look elsewhere for my business needs. That's one way to lose a customer.

I have been seeing the same issue for a couple weeks now. Automated chat has not been helpful, and unfortunately have not found helpful responses here either. Saw some chatter elsewhere online that it might have something to do with use of prohibited words, even if they are used in earnest. I have not been able to create a real invoice despite trying different wording combinations and different customers.

that's correct, it was the wording that preventing me from saving/sending an invoice
in my case it was words about other forms of payment...
in my invoice I had the words:
"integrating payment systems wire transfer, credit card, crypto "
I deleted "wire transfer, credit card, crypto"
and it worked! (after 2 weeks of trying, researching, contacting useless support, etc )
So try deleting some questionable words in regards to Paypal Alternatives

Hey people!! I could fix this, it all has to do with some keywords that you may have written in the Client Notes section. I have read that the word "Service" is banned and in my case I had the word "Paypal" in there (quite strange that that is banned too). As soon as I modified the client note I was able to create the invoice succesfuly. Give it a try, there must be a keyword that is bothering all the thing right there.

I'm having the same problem and not even after cleaning cache + cookies solved the problem and I needed to send still today this Invoice. Any solution for this?

For this situation, you would have to contact PayPal Customer Support so that our advisors can take down your account specific information and add it to the records so that our technicians can look into it and resolve the issue as you have already tried the troubleshooting. Hi,
I got the same problem mentioned above. I resolved it by removing the existing customer record and create a brand new invoice with just the cutomer name and email only. I did work.
