send money with Xoom or PayPal

For send   money I don't see where PayPal or Xoom ask for ssn is that after you pay with your CC card?

They don’t say exactly where in the process but that you’ll be asked to upgrade and provide ssn or passport doc.

Yesterday, I tried twice, using two different credit cards registered with my Paypal account, to send money to a person using PayPal/Xoom.  I went thru the verification process both with Xoom and then with the credit card banks.  The first was declined (I don't know if it was Xoom or the bank for suspicious transaction.)  The second I used a different credit card, which did go thru after verification (verification # 091412957).  Then it said I would be notified via text messages on the progress of the transaction.  Today, after all of that, I get an email -not a text-  to phone because more info is needed.  Today, I phoned and talked to a live agent.  They go thru numerous more questions, basically the same ones I answered yesterday.  In addition, the agent asked inappropriate questions such as "why are you sending this money"-- this is none of Xooms business.  They demanded I send in a copy of my credit card statement, again, none of Xooms business.  My credit cards are already registered with Paypal and have been used there many times.
 
At this point, it seems that PayPal/Xoom is not interested in servicing it's customers.  All I have gotten are roadblocks to completing what should be a straight forward process after verification....that was done yesterday but Xoom wants ever more info!  While I type this, I have also been on the phone to customer service and, so far, been passed around to 5 different people trying to resolve this.  Now, after speaking with the latest person who was no help (just following orders, not their personal fault), I have cancelled the transaction thru them.
 
 
This is a ludicrous situation that in no way supports customers trying to conduct business and apparently Xoom is OK with that!!!!
 
I will never use Xoom again. I may even cancel my PayPal account, this is so bad.  And I will certainly spread the word as best I am able about the extremely poor business model that Xoom perpetuates.

Xoom.just like many money transfer companies in the United States have adopted racist policies and rules restricting money from being transferred to African countries like Kenya and Tanzania. This is not the case when it comes to sending money to European countries. This is just one example of American racism that are enshrined in the policies and rules of big corporations, racist rules and policies finalized by a racist United State congress. I've lived in the U.S. all my life and this is the most racist country in the world with the most racist policies against people of color and against African nations.
