My Netflix Digital Gift Card Code Not Functional

I was given a digital gift card code for netflix through paypal. My friend purchased it through paypal and gifted it to me, but when I went to use the code, netflix said the code was invalid. I know my friend didn't use it, so I don't understand why it wouldn't work. Does anyone know why this would happen and if I can go somewhere to get this fixed.

I have the very same issue with a CBS All Access card I gifted someone 2 days ago and the code to use comes back invalid. CBS refers us to PayPal and PayPal refuses responsibility. This seems to be a frequent issue and PayPal is completely DROPPING THE BALL in terms of assistance!
