PAYPAL DEBIT CARD PIN WON'T WORK !!

My PIN has been changed somehow by PayPal. I followed these instructions to try to reset my PIN.

How do I set or change my PayPal Business Debit Mastercard® PIN number?

Here's how to set or change your PayPal Business Debit Mastercard® PIN number:
  1. Click your PayPal Business Debit Mastercard® icon on the left side of your Summary page.
  2. Click on the "Set PIN" link icon under Card Settings.
  3. Enter and confirm your 4 digit PIN and then click Change PIN.

Didn't work. I tried several times. I got this error message every time -- Sorry, we're not able to process your request. Please try again later.

 

In the pop down list under my name (far upper right corner) there is a choice "Account Settings". When I choose that one it opens a page with several settings. One is "In-store PIN" to the right of that item are 10 Dots (guessing that represents my PIN) to the right of the dots is the word "Update". When I click on Update it allows me to change my PIN. The problem is that I still get the same error message. So I can't solve my problem on my on on the PayPal site. 

When I call the customer service there is absolutely no way I can talk to a human and none of their automated help choices are useful. The tell me to go online, at the bottom of every page is a contact link. I should email them about my problem and they will respond. Well, surprise, it doesn't work. I get the following message -- Let’s try that again -- We haven’t changed your PIN just yet. Let’s give this another go. Try Again

 

Is my problem a common one? I doubt anyone here can help me but if anyone can I will appreciate any help I get. Thanks
