Can you elaborate on what you're trying to do?

The sandbox is all fake.  There is no "getting this money out".  You can use it to make payments to other fake/sandbox accounts, and that's it.

The PayPal sandbox is a self-contained, virtual testing environment that simulates the live PayPal production environment. The sandbox provides a shielded space where you can initiate and watch while your apps process PayPal API requests without touching any live PayPal accounts.

This means any funds etc. on your Sandbox account are not available for withdrawal as they are part of the test/simulation experience.
