Which plugin specifically are you working with?  I know there are lots of problems with PayPal plugins in general in WooCommerce, especially with PayPal Plus.

This is why we built our own years ago, and they've become very popular because they just work, which is all anybody wants, right?  

You can try our paid PayPal Plus for WooCommerce plugin if you do indeed want Plus specifically, or you can try our free PayPal for WooCommerce plugin if the new PayPal Complete payments integration would be good enough for you.
