OnShippingAddressChange() function does not provide shipping addresses lines

Hi, 

I noticed that when using OnShippingAddressChange() function, the shipping address that can be accessed through the passed "data" variable to this function does not have the shipping lines (line1 & line2). 

However, I need these lines to be able to calculate the tax. Tax can not be only calculated based on city, state, zip code. Since Tax depends on the county the customer is from, then it is impossible to calculate tax accurately without knowing the address lines. Is there any other way to get the address lines?
