SOAP vs REST API

Greetings,
We have an implementation of PayPal through Salesforce Commerce Cloud that uses the SOAP integration; the client, however, is using the REST API on their end to capture, refund and process orders.
They are currently unable to process any orders created using the SOAP integration; it seems like the Order ID generated by the SOAP integration cannot be found on the REST API.
We'd love to continue using the SFCC cartridge and the SOAP services, as long as we can map the correct response data to what the REST services need to look at it, in order for our client to be able to process orders.
Is it possible to get any customer service assistance to solve this matter? If so, what would be the best channel?
Thanks,
Ana <removed>

I think and am NOT 100% on this but have you looked at SOAP Permissions - Sounds like that WHAT they do,+
