Earlier today I cancelled an order (by phone) as the seller did not have the items in stock. They have emailed me to confirm that the order is cancelled, but I am still waiting for a refund to show on my paypal account. Does paypal have a maximum permissible time before I can go to dispute? Does the transaction take a while to show on my account?

Hi TBee,
If your seller initiated the refund back to your account, you should see the refund being initiated on your recent transaction history on your PayPal account. If you are unable to see the refund, you do have the option to open a dispute on the transaction through your account if you wish.
You would have 45 days from when you sent the payment in order to open the dispute. To open the case, you can go to the Resolution Centre on your PayPal account.
I hope this helps,
David.

My seller has received the item and promised a refund. How long should I wait for the refund to happen. The seller has been quite negative and used threatening language in reply.
