Refund sent to negative balance instead of credit card used for original payment.

Hi guys,
I'm currently having an issue in which paypal have take £155 from me.
I recently received a refund for a purchase I made on my credit card for a jacket I returned to the website (reputable store, not ebay)
I expected the refund to appear in my bank as my original payment method was my credit card yet it was credited against my negative balance.
I currently have an unrelated buyer dispute, which is still be investigated by paypal and why my account has the negative balance (temporary hold on their payment)
Can anyone tell me if this is normal? I at no point authorised payment to paypal and the payment was made using the normal credit card option. I.e. The funds were never in my paypal balance.
If someone could chip in I would appreciate it as i'm currently thinking my only option is to contact my credit card company as paypal have essentially taken my money without my permission.

You refund goes to paypal > who send it to your credit card.
If you have a neg balance they don't send it to your credit card they use it to pay off your neg balance.
Advice is voluntary.
