The response code triggered by the payment decline is (2070- PayPal Buyer Revoked Pre-Approved Payment Authorization.)

Hello,

If the buyer has revoked pre-approved payment authorization you won't be able to charge them.

The buyer would need to be sent through the checkout flow again to grant new payment authorization approval.
