Webhook Simulator and Sandbox not sending post message

I have a webhook receiver api in my application. I have tested it with postman and it will definitely receive a post and write me a log entry.

However, when testing that URL from Webhook Simulator and also my sandbox account, I receive no messages. 

In the sandbox account, I have added the webhook to my sandbox app. I checked All Messages and saved it and I see it listed correct.  After creating some transactions through the sandbox, buying and selling, I get no messages and i see no events listed in the Sandbox webhooks event page? Is there anything else I need to "turn on" or check?

The Simulator shows "Your event has been successfully queued" but I never receive it.

If you found this question... my answer, so far, is that paypal webhook simulator did not like my domain name redirect. I'm deployed on Azure, so instead of my real domain, I used the one azure generated and i can get the simulator to work. Still can't get the sandbox to work,...

instead of www.xyz.com, i had to use xyz.azurewebsites.net
