Airbnb host not refunding security deposit or bond

Hi there,
So I had an Airbnb trip booked in November 16th-20th 2021 where the host asked to pay a security deposit or a bond of $199 which was paid via PayPal.
After 2 weeks of the trip, the bond was not refunded and I asked the host if there was an issue receiving the bond back as we had left the apartment the way we saw it. The owner stated they could not refund via PayPal and asked for my bank details which was provided.
Given this information, the host stated it was complete on the 01/12/21. I waited until the 09/12/21 to ask the host for a copy of the receipt but has not replied since.
I opened a dispute via PayPal on the 16/12/21 and it was closed on 29/12/21 as it could not be honoured as it does not meet buyer protection.
Can this dispute be reviewed again? The security fee states it was for parking and pool facilities however, those features were not for guest only for residents.
