Can PayPal give back buyer's money?

I did my first commission and I use PayPal as my receive payment from a client. Mind you this is my first time ever using PayPal. According to the email it said that my account is being on limited that's why I can't receive the $7 and because the buyer sent it as 'Business Transaction'. My account is not a business account to in order to upgrade it to business, PayPal asked me to contact the buyer to send additional $300 which he did and we also agreed on refund the $300 back to him. As it stated in the email, I have to use my own money to refund the $300 which is a lot to me because the currency in my country has smaller value than USD. I am feeling worry, as a college student who trying to survive the with enough amount of money and trying to find side incomes, I did not expect this will happen. Will PayPal refund the money back to the buyer? as I can't pay the buyer $300.

SCAM.


You never pay any upfront fee as a seller.

Ignore scammers that send fake Paypal emails telling you that you need to pay an upfront fee to verify/upgrade/or any other reason to 'accept' a payment.

You would certainly never have to send funds via another payment processor/bitcoins/ or tokens/vouchers of any sort.

Any fee is auto deducted by Paypal at the same instant the remainder of the payment is credited to your Paypal account balance.

No funds in your balance = you have not yet been paid, even pending/held payments will still show in your Paypal account activity.

You are being scammed. This “buyer” didn’t pay any money so it’s best to move on. PayPal doesn’t use onmail.com to contact you.

I have this same problem too! I already reported it but I'm still worried, I'm only a student and don't have any money inside and outside my account. My client sent a 300$ at first then another 200$ for it to be process then upgraded to business account, whatever that is, now she wants me to send her a refund then the 200$ for it to process. Should I just let it be as the replies said? Am I wrong? My account doesn't have any balance in it, the payment that she did is still in pending, is there any solution? Should I wait for the reply in my report?
