Dispute chargeback resolved, Paypal claiming funds not received

I made two charges to myself using my Paypal and a separate email without an account. A few days later my credit card sent me an email saying they thought I had been charged twice. I assumed they meant one of the two charges had additionally been charged so I opened a dispute through the credit card. The card refunded the charge while investigating and Paypal subtracted the amount from my account. I realized later both charges were correct and there was not an additional one. I contacted my credit card and they closed the dispute and recharged the amount. So at that point there were two correct charges on my card. The problem is Paypal never credited my account. When I call, I can only get the collection part of Paypal and not the dispute department. I have uploaded MANY documents to the dispute center proving they have recharged me (more than a month ago at this point). When I talk to the collection department they say there is no way for Paypal to receive the funds back from the credit card and that I have to add money to my account. This is incorrect because my credit card recharged me which would send the money back to the merchant. That money wouldn't just go nowhere. It has been 36 days since the dispute so now Paypal has sent my account to a collection agency. I have talked to my credit card company and Paypal collections NUMEROUS times and it has gone nowhere. I am furious that they have now sent it to collections when my credit card has already charged me (and I have paid it). The dispute still says "under review" with ZERO responses to during this whole time. How can they send something to collection while still under review? How do I get a hold of someone actually in the dispute department that has actually looked at the documents provided? How do I close this disconnect between the credit card having already recharged me, and funds sent to the merchant (Paypal), and Paypal actually acknowledging they have received them and crediting my account? This is getting ridiculous!
