Getting a refund

My brother sent money to the wrong person twice. So I reported it to PayPal and opened the case with unauthorized activity option.
After that I got this message from PayPal Customer Solutions.
"I apologize for the misunderstanding and have reached out to the other party for assistance in refunding the amount sent to them. Due to the payments processing as "Personal Payments", PayPal doesn't protect against these types of transactions. However, because the recipient responded to the claims, I was able to get assistance from them to refund the 2 amounts back to your PayPal account. Please allow time for this to take place. I have notated your disputes and believe this will be resolved in the next several days. I appreciate your patience while I retrieve your funds for you. You will receive an email with further information."
But 5 days later, PayPal denied the case and didn't refund my money. Anyone can help me?

Welcome to the PayPal Community! I'm sorry to hear you're running into some issues with a recent transaction. First, please do not use the number that was listed in the previous user's reply to your post. We have removed that post as it does not look like it was a valid Customer Support number. If you would like to reach out to our Customer Support teams, you can do so by clicking "Contact" at the bottom of any PayPal page.
Second, it sounds like the payments you sent were Friends and Family transactions, is that right? If so, it is correct they do not offer Buyer Protection unless there is unauthorized activity (ex: someone you don't know accessed your account and sent the payment). With that in mind, we would recommend trying to reach out to the recipient to see if they can refund the duplicate transaction.

Thanks for your help. Yes, those are made for friends and family. Of course, I contacted the receiver via email because PayPal asked it.
The receiver told me his account was permanently suspended and my money is in his account now. I did everything PayPal wants.
Finally, I got an email from PayPal like that and I thought I will get a refund of my money since PayPal agreed it.
Did PayPal lie to me? I don't think so.
Today, the receiver sent me an email, he told me one transaction was refunded successfully for the other person, but mine didn't go.
Right now, I don't know what I should do now.

Thanks for the update, this definitely sounds like a frustrating situation. I would just recommend keeping in contact with the receiver of the payment - asking for any updates as they see them. However, you will normally receive an automatic update via email when any payment is refunded, so I'd just keep an eye on your email for any updates.

I'm not sure I can continue to contact the receiver since I don't know him exactly.
I just want to know if PayPal can lie to me or not.
PayPal told me that my funds will be refunded in several days, but they denied my case finally.
I can't understand it. The receiver told me my case was closed in his favor and the other transaction was closed in the buyer's favor.
This is final? or can I get a refund later?

Thanks, JonK. But the customer service agent told me it was final. They told me I need to contact the receiver to get my money back from his bank.
Think about it. I don't know the receiver and the receiver doesn't know me. Also my money is in his closed PayPal balance. Why will he send me money from his bank? I don't think it is possible. I'm very disappointed with that. PayPal has money and they told me it will be refunded because the receiver agreed it.
But I didn't get my money back. If it is possible, could you help me for that? If you want, I can provide you all the detail. Thanks

If the recipient you paid told paypal that he would refund you then of course paypal would tell you that it would take a few days.
They are not to know he would change his mind and not send the refund and they cannot force him to do so as you have no buyer protection for friends/family payments.
Advice is voluntary.

Thanks for your reply, kernowlass. I contacted the receiver a few days ago, he told me that he told PayPal to issue a refund, but PayPal left my money to his account balance. After that, he got a message from PayPal, he can issue a refund or transfer money to his bank but everything didn't work. He has PayPal balance and he can't do anything. Of course, I am not sure about it. So I contacted PayPal about it and PayPal confirmed my money is on his current PayPal. What should I do next?
