How can I get a refund on friends and family payments? I didn't receive an item from overseas that purchased but they have taken my money and refuse to refund but they had asked me to put the payment under friends and family and apparently you can't get refunded if its under that...what can I do? They have taken $250 dollars.
I would also like to report the seller.

hello @twentytwentytwo , alas, you will not be able to obtain a refund or make a dispute.
it is not a commercial payment.
You cannot report a dispute for payments sent of the Payment between relatives type. You can send a personal payment to reimburse a loved one for dinner, collect money for a gift, and more. The Purchase Protection program does not apply to personal payments.
for purchase protection, it was necessary to use a commercial payment: purchase of goods or services
try to see if your bank can help you, because the seller scammer will not reimburse you.

for your bank, you must try to see if it agrees to oppose your bank debit for fraud.
explain to him that you are the victim of a scam.
frankly, it's up to you to convince your banker.

for this scam, I had written this, for the forum in French (my country)
it will help you in the future.
It's not new, but it still works for scams. Serious consequences for the PayPal user.
An object, a service interests you, and an individual sells it on a classified ad.
leboncoin and similar, facebook and all social networks, including dedicated applications
- The principle of the scam is simple, you contact him, and he offers to pay it with money between relatives.
It's going to take a lot of time to convince you to do so, using blabla!
For him, it will pay him big if he gets money between relatives.
No item will be sent, and you will never be able to recover the money or the item.
For PayPal, this mode of money is not a commercial transaction.
You cannot report a dispute for payments sent of the Payment between relatives type. You can send a personal payment to reimburse a loved one for dinner, collect money for a gift, and more. The Purchase Protection program does not apply to personal payments.
No dispute possible for object not received, and a dispute for unauthorized transaction will be rejected. You did the job yourself.
So be careful, don't fall for the trap!
A purchase between individuals will only have purchase protection if you pay correctly. That is to say, by purchase of goods or services.
