I paid for the goods and did not receive part of the goods

I did not receive 2/1 pieces of the product and requested a refund, Paypal denied my request and now I cannot make a new refund request. What email address can you send to contact PayPal ???

Dear Paypal team,

The situation is as follows: as we described last time, we bought 2 HPE JL382As from Cratsol Company, which they sent from 2 different countries to England, one from Germany and one from Spain.
I'm not physically in England and  I can not go to DHL or any other customs service,  for which the seller did not notify us in advance. One of the devices, which was sent from Spain without any problems, arrived at the warehouse in England at the address I mentioned, without any problems, and the other one, which came from Germany, was stopped by the relevant authorities.
I have attached the proofs of my words in the previous letters, I attach them once in the form of screen shoots of this letter, the previous screen shots and this screen are the correspondences made by my assistants with different employees of the given organization.
 
My two Assistants constantly tried to resolve this issue through feedback, but could not help us in any way, as I urgently needed of these 2 HPE JL382A, only one of which was sent to Cratsol Company, even though I had paid for 2 , but I was actually reveive  one, you can check it again with track numbers and since I'm not physically in the UK, we can not pay any action and  to get our second device.
I owe Cratsol for the amount of one device they did not supply and  an additional 100 $   for damages caused to me.
 
And i want to add that I must had to buy the 3rd device also via Paypal a few days ago from the United States of America which you can also check out.
Summing up this situation, I expect your help so that I can repay my money, which I paid but did not receive anything in return.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website (or you receive a totally different product).

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

Do not close the dispute until you have a refund or your item.
If a seller states that they can't refund until you have closed the dispute don't believe them.
Escalate the dispute to a claim within 20 days (before it times out), if you need Paypal to get involved.

If you lose because the seller provides a fake tracking number then post back here for more advice.
If the item arrives and its not what you ordered / not as described then make sure you change the dispute quickly from non receipt. If the dispute times out before you can change it then contact customer services to open a second dispute for the new reason.

Activate the below link in case you have to return the item at Paypals request (or the correct one for your country as this is the U.S link).

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will issue a chargeback.

We opened a dispute and for unknown reasons we received a rejection, now I can not wait again for my question to be discussed again, because in fact I received one of the 2 pieces of goods, and the other was returned to the seller, and now I can not get back the purchased but the amount of goods not delivered to me.

It would help if you said which dispute you opened as the correct one would be ''item received but not as described'' HOWEVER if Paypal found in your favour then they do not deal in part returns or part refunds, you would have to return everything you received from the seller and return it for a full refund.

You can also get help with return costs if you have activated the 'return shipping on us' link at some point before you made the transaction.

In fact, it turns out that we did not receive 1 product (i can send u track number which where u can see it- CY290113091DE ) , and it is automatically returned to where it came from, it turns out that we lose our money without receiving the product.
Please suggest a solution or someone's information to help us resolve this issue.
