they sent me $2.5k with a screenshot of a paypal message that said: your payment now 100% completed you will receive your money immediately in 24 hours due to the paypal activities in USA. 24 hours have just passed and the money was never reflected, I was scammed or the money if it arrived?

If someone has legitimately sent you a payment, you would see that activity in your PayPal account. Even if the payment were temporarily held, the payment would show in your activity. It is not uncommon for a fraudster to send a faked screenshot to attempt to convince a seller to send an item or provide a service. You'll want to make sure that you never send an item or provide a service if you do not see the transaction in your account.
I'm sorry to hear of this situation, as it does seem probable that the payment was not sent.
