Known address of a Paypal member that is being used as funds receiving account in a phishing scam.

There is a known (paypal) address (registered with Gmail e-mail address) of a Paypal member that is used as funds receiving account in a fraud/phishing scam. What can be done with that to prevent from being used for receiving ill gotten funds?
