Merchant protection for Depop transaction?

I was contacted by PayPal and given a refund for an order I had originally made through Depop that I already received several weeks ago.

Paypal said that the refund was because the seller was not a verified user. I've been advised not to re-pay directly to their PayPal account or make an out-of-app payment since that would violate Depop's terms of service. I have not been contacted by Depop about this issue yet but I filed a resolution request today.

My seller has tried contacting Paypal for help after fixing their credentials and still hasn't received any resolution. I want my seller to be reimbursed by either Paypal's merchant protection or Depop's seller protection instead of me repaying them (as it was both platforms' fault for not verifying their PayPal credentials first before allowing them to sell, and now I can't do an out-of-app payment without risking my accounts getting banned). And I don't want to be financially responsible if this is a scam. My seller is requesting I contact them on outside platforms since both support teams were not able to immediately resolve the issue, which I don't feel comfortable with. However, I do want them to be reimbursed by one of the protection programs. I have already received the item, so is this something Paypal can resolve?
