Lost Dispute: Package/Tracking says Delivered, but it was never shipped to my address

Long story short, the seller claims to have shipped product to my address, tracking stays it was delivered, but I never received anything. On top of that when I run my address through Fedex's website vs the tracking, fedex tells me "The address you entered does not match our records...". I double checked the address I provided the seller and it is exactly the same as the one I cross checked with Fedex.
My claim was denied because the seller "submitted proof of delivery."
What should I do next? I can't reopen a case. I am a long time Paypal user with no issues at all, but this is bad.

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.
Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.
Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

So then...WHY should we use PayPal??? I was supposedly sent rare, one-of-a-kind antique jewelry from a lady who supposedly has been selling for 36 years. she can't provide me tracking info, from England, then it switched to the US, and my local USPS shows it was scanned and delivered, but I still have no jewelry!!! Filed a police report so Paypal will have this info, and the seller said she would initiate a Paypal dispute but did not so I just opened one. I'm the one who is losing $120! And which is why I bought from her because she sells at remarkably low prices! So, looks like I got the package and contents, wearing them, etc. But I live on a busy street and have been for 9.5 years without any missing packages! But... this seller did not INSURE the contents!!!!!! This may save me IF PAYPAL IS HONEST AND LOOKS INTO THE CASE CLOSELY ENOUGH! HENCE...WHY BOTHER USING PAYPAL? tHEY HAVE BEEN great TO ME IN THE PAST, BUT... THIS SELLER DONESN'T WANT TO LOSE HER $120, I'm SURE. But WHO SELLS ANTIQUE JEWELRY AT THE LOWEST SHIPMENT POSSIBLE AND DOESN'T INSURE THE PIECES??? A CHEAP ONE THAT'S FOR SURE...BUT IT SUPPOSEDLY ARRIVED IN 4 DAYS FROM ENGLAND TO NC!!! WHO GETS DELIVERY THIS FAST??? So many twists and turns here, why bother typing it all as I have been filing police reports, dealing with proof of no insurance from USPS 3 times filling out the same old report files telling my story over and over again? I bet you anything this seller did not save the delivery status box! I bet she has no proof. Just my guess and was a witch about it all. i emailed her four weeks ago asking if she could check on the tracking for me and she never did! So I'm feeling better, AND you helped greatly with 2 statements in your answer...1 being that I can contact my bank!!! They have ALWAYS SIDED WITH ME!!!!!! tHEY SHOULD TAKE THE MONEY RIGHT OUT OF THE WITCH'S ACCOUNT FOR the FULL AMOUNT! SO I CAN FINALLY EAT TONIGHT AND SLEEP AND UNCLOG MY STUFFED-UP NOSE AFTER 4 NIGHTS AND 5 DAYS OF PURE HELL CRYING MYSELF TO SLEEP! AND MY SONS SENT BACK A TEXT SAYING IT'S NOTHING EVEN IF I DON'T GET MY MONEY BACK! EVEN tho these were 2 fab pieces for each of my DILs!! They don't need fancy antique one-of-a-kind periwinkle blue chalcedony necklace and brooch! I will just send them each an Etsy gift card! But my bank will have my back! But I may still keep using PayPal. just wondered why any of us use them. I have no clue at this point. please give me your reasons! thanks sooooooo much!

Whether you use paypal or not really does not concern me at all.
However........
and my local USPS shows it was scanned and delivered,
that is your problem, paypal resolves claims for 'item not received disputes' by checking if tracking shows delivery of the item or not.
They are not responsible if say for instance the items were stolen from your driveway or porch etc.
That would be between you / the seller and the delivery company.
Otherwise everyone filing a dispute for non receipt of item that shows trackable proof of delivery would just say it was stolen and would make the tracking issue proof of delivery meaningless.
