Received a pending invoice, how to cancel?

I received a pending invoice that I did not authorize. I would like to decline or reject this invoice, but seem to be unable to. How do I reject this invoice? I have tried clicking on the invoice and all I see is "pay now". I have gone to activities, and when I click actions I am taken to the invoice and see the same options. I have tried on mobile and on desktop.

When an PayPal invoice is sent, recipient (you) receives an email, forward that email with a note that you suspect it is a fraudulent scam invoice and request it be removed from your account, to the email address found on this page for reporting fraudulent emails:

Otherwise, you can just ignore it or archive it. You won’t be charged if you do not take action to pay it. Bad actors abusing PayPal Invoicing functionality sending them to random people.

If you click on it and there is no cancel option then just ignore it, lots of scammers send invoices to try and get you to pay them, does not mean you need to !!!

I find the advice to "Just ignore it" highly unsatisfactory.
I do not even want this bogus transaction pending on my account, inviting any accidental confirmation simply by being there.
There is no 'Cancel' or 'Report Fraud' button available for any given transaction when on the 'Activity' page. And at present, upon attempting in the Resolution Center to 'Report a Problem', with that transaction selected, I am only given an error message reporting, "Unable to complete your request" which is HIGHLY unsatisfactory. It is unacceptable simply to report to me, "We’re sorry, you can’t file a case on this type of transaction." PayPal ought to offer a "Report Fraudulent Invoice" option.
Because of PayPal's failure to offer such an option, the instructive information on its webpage, "https://www.paypal.com/us/smarthelp/article/FAQ2422" is incorrect, in answer to the question, "How do I report potential fraud, spoof or unauthorized transaction," because following the instruction there results in the above error message from PayPal.
There must be a better solution that will result in the fraudulent pending transaction being REMOVED from my account entirely.

You can't file a dispute against an UNPAID invoice !!
Who are you filing it against? You can't file a dispute to get your money back if you haven't paid anything.
If you don't like my advice then no problem, others have found it useful.

Rather obviously, one would be filing the dispute against the entity/individual that entered the unauthorized, fraudulent invoice.
By providing a 'Cancel' button on a pending invoice, PayPal could at least allow the 'pending' transaction to be removed from one's account entirely rather than appear as if it were some legitimate upcoming potential charge.
By providing a 'Report Fraud' button, PayPal could not only do that, but trigger an alert to staff to prevent/deal with other such fraudulent transactions before some of their less-alert customers authorize payment.

Why would you file a dispute if you have not paid anything?
The idea of a dispute is to get your money back, if you haven't paid the invoice then there is no money to retrieve and so a dispute would be pointless !!!
Usually there is a cancel option but if you can't find it then guess there isn't one on yours so hopefully will time out soon.
I had one on my account for ages until it dropped off, didn't bother me as I wasn't going to pay it.
