Hi! I need some help here since I cannot reach a person at PayPal to speak with. I ordered an item from Etsy and paid through PayPal. I received FedEx shipping info right away saying the label for the shipment had been created but pending shipment. The next morning I went on to Etsy to check my order and Etsy said the order had been cancelled. I tried to click on the shop owner but they were no longer on Etsy. I knew right away it was a scam. I had been taken for $550! I put the claim through PayPal and a day later the scammer gave FAKE FedEx tracking info saying the item had been delivered to my house. LIES! So PayPal closed my case in favor of the scammer!! They said he provided info saying the item was delivered. Obviously PayPal did not look at ANY of the documents I attached with all of the info from my order, they just went with the lying scammers fake info. What do I do now? This person will keep on scamming other people and PayPal will continue to honor this fool and help him make $ stealing from others?! Please help!

Ok well phone the card issuer, bank, say you want to report fraud, the bank will ask about it, they should refund you the money, the bank will make their own investigation (2 weeks to a month) and may even prosecute the fraudster. Say yes to you want to be a witness when asked. Hope this gets you your money back, PayPal have been negligent in their duty of care to you. The bank may have their own rules on giving you your money back could be before or after the investigation. 👍

Thanks for your quick response. It’s such a shame that PayPal will allow people to steal $. I’m perplexed, they legit closed the case in his favor without even looking at any of the details I provided. They would have noticed nothing matches up with what he’s provided from his fake FedEx tracking info. I mean even the FedEx he included as proof was for the day before I even purchased the item!!!

Same thing happened to me. Website was no longer valid and they provided fedex tracking saying it was delivered when it wasnt. They admitted there was an issue with delivery and would resend but then dropped all contact. Paypal sided with them and because they had tracking I assume without looking at the attachments from the seller clearly indicating that it was not sent.

YES!

It is still happening and it is getting worse. The scam seller sent a FedEx tracking number to PayPal after I started a case. The tracking number had my street address as the point of delivery. Then the delivery was "made". So to PayPal the seller sent the package and the package was received by the buyer.

So now I'm waiting to hear back from PayPal.

This also is happening with UPS.

This is serious and way beyond what was been happened in the past. The scam seller is hacking the UPS and FedEx system to get information so that it looks like the package is actually been sent and delivered. You have to contact the shipper to find out the yes the address is similar but the names of the sender and receiver are different. But the town and city are the correct! So, it looks like the buyer doesn't have a case!

Something similar happened to me, I received the tracking number and when I looked it up on the FedEx tracking site, it looked like it was sent to my address and delivered the day before, but I hadn’t received anything. When I contacted FedEx, they told me that nothing could be done but then they said that my name and address where not on the tracking label, even though I had clearly seen it when I first checked it. I opened the FedEx tracking in a new browser window, so I know it had to be altered twice, once to show my information for me to see and then changed back to the original information but that was no longer visible to me. After lots of back and forth and getting declined twice for a refund and FedEc refusing to send any kind of documents since I was neither the shipper nor the recipient, I called FedEx again but this time I called their fraud department, they confirmed that the tracking number belonged to a different person and was sent to a different address by a large department store, not my scammer. They offered to confirm that to PayPal if they would call them, I then turned around and called the fraud department at PayPal, they agreed to a three/way call and gave me an immediate refund thereafter. At this time I am convinced that internal fraud is going on, someone is assisting these scammers to alter tracking information. I also filed a detailed report with the FTC to go after the website of the business that scammed me

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

Check tracking in below link to see where it went.
https://www.17track.net/en

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Kudos / Solution appreciated.

Hi this has happened to me twice now on depop, what you need to do is email fedex asking them. Does that tracking number match your name and address, because it’s a scam it won’t. Also you need to ask PayPal to ask the seller for proof on the shipping label , should have your door number and postcode . Again they won’t have it because it’s a scam
