There's problem with your account" when trying to open new accounts.

Hello, in the last month always when I try to open new account it automatically get limited and when I try to add card I get the message : "There's problem with your account. Please go to the resolution center so we can help you resolve this quickly." Also after I upload the document they ask for(in my case a photo of ID card)the new accounts is automatically get permanently limited. What to do? is there a way that I can open new paypal accounts without get them limited? thanks.

Please answer me why is every new paypal account that I open immediately get limited ?

and how can I remove the limitation ? I already contacted customer support and they told me that they can't remove the limitation.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
