I purchased an item from a China Seller, when the item arrived it was nothing like what was displayed on their website. I contacted seller who said to return item. I returned the item and then they refused to allow UPS China to deliver the item. I started a dispute with PAYPAL Resolution and provided Paypal with ALL the information to assist me in claiming back my money, after the seller threatened to make it so difficult for me to get my money. Paypal close the case, stating that I did not provide any information on tracking the goods. I provided everything even the text threats from the Seller. I am appalled and so disappointed with PAYPAL and will not use their service again!!..
I have been with Paypal for many many years and feel that they are obligated to HELP their customers resolve these issues with the sellers who want to 'SCAM' peoples money. I am a retired single person and cannot afford to lose that kind of money..

Did you open a dispute for item received but not as described?
Did you escalate to a claim?
Did you win?
Did you provide paypal with trackable proof of delivery of the item to the seller?
If not then you may well not get a refund.
So you would need to contact customer services and explain that you did everything that was asked of you but the item could not be delivered?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.

Buyer protection covers you for up to 180 days post purchase.
That is a lot longer than most credit cards give you.
May be you should have checked authenticity before listing it for sale?

Yes you may well have been covered if you had opened a dispute for 'item received but not as described' within 180 days of payment which is how long Paypals buyer protection policy covers you for.
