Why do I keep getting charged from Apple services $14.99

Why is there a charge of $14.99 for Apple services? I only have $1.49 for extra storage, Pay Pal said they investigated and had evidence the goods were trailed and shipped??? It’s not even a physical thing, what the hell is going on?
