If its a temporary limitation then paypal direct you to the message / resolution centres to resolve any issues.
If its a permanent limitation then it can rarely be appealed but to do so you would need to contact customer services.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country. If not it would be limited (as you have found) and sadly you won't be able to unblock another countries paypal account.

When you click to register a paypal account there is a drop down list of countries with U.S being the default top option as Paypal is a U.S company.
You then have to scroll down and click on your own country to open the correct Paypal account for that country.
If another country is showing then you must have not scrolled down OR landed on the wrong country option..
You can't use another countries Paypal account as it would never work properly and may be limited.
Paypal is country specific and differs a lot country to country.

Unfortunately not, try removing everything you linked to the incorrect countries account and close it if you are able to do so (may not be possible).
If not then see if customer services can close it for you because if it stays limited then you won't be able to use that email address to open a Paypal account in the correct country.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
