unable to link paypal with Nintendo eshop account

Hello. I am trying to link my paypal account with my nintendo eshop accoun, but the system not allowed me to do so.

There is a error message said my account is limited. Please check my PayPal Account Overview page for information on how to resolve this problem. 

However, my account overview page does not how any information.
