Account limited and I need to close it

My account has been permanently limited due to me being 17 when I signed up (I’m now 33) but they still won’t let me use my account. They said I can close my account and sign up again but I can’t because it won’t let me use the same email address or bank details. How do I get around this?

You can't close or remove anything from a permanently limited account.
You would need another email address and funding sources to add to it.
Advice is voluntary.

I’ve removed my bank account but it won’t let me remove my email address. The PayPal support agent I spoke to told me I could close the account and I’d be able to use my email address to set up a new account but it won’t let me do that.

You were lucky to remove your bank account as normally you can't remove anything from a permanently limited account OR close it.

To close your PayPal account, remove any balance, report unauthorized payments, and follow the steps on the web or app. Once closed, it can't be reopened.
