Am i being scammed?

I just want to know if im being scammed or not. I am trying to sell an item on facebook but the buyer wanted to use paypal for transfering the money and i said sure so he sent me the money but i got this email asking me to get the seller to pay an additional sum that i am to give after my account has been upgraded.

I understand you received an email stating the buyer needs to pay an extra fee so your account can be upgraded to a business account. I can confirm that this is a common scam. Please do not ship any items or provide for this transaction as they are not a legitimate customer. PayPal will never ask you or the buyer to pay a fee for you to receive the payment or upgrade your account. After you receive a payment, a fee will be assessed to enable your Seller Protection, but never before or separately.
