Unlikely you can withdraw the funds if you have linked fake information on that account.
If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.
If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.
Paypal also may request further documentation from you before you can withdraw those funds.
The funds belong to the person named on the account who has legal documentation to prove its their name.

Hello! My account has been hold for 180 days. Yesterday, I received an email saying that my funds are now eligible for withdrawal. How can I possible withdraw it? I cant link any of my bank accounts into it. THe bank account that I was trying to link is also in my name. The paypal account is in MY NAME. It was mine and I am also in legal age.

There is nothing "fake" with any links or any thing I have logged with Pay "Pal".
I've had 3 successful transactions go through the exact same details as I had when I set it all up so why now ?
You owe me $400

As far as I am aware from previously @MccoyMonica can't withdraw funds from a paypal account set up with fake information. Never known that to be possible unless things have changed? If so can you let me know so I can change the advice given.

Not a single thing has changed in any of my accounts, there is absolutely zero items "fake"
I have over $300 in my Pay "Pal" account to be transferred, and now Elon Musk has decided to keep it for 6 months interest free.
I'm disgusted with Pay "Pal" and will never recommend it to anyone, in fact I'll make sure they know all the scams.
