Chargeback On Proxy Buyer Illegal?

Basically, I bought 13 "new with shrink" Pokémon boxes from a proxy service called Neokyo. All the boxes had been previously opened and 4 out of 13 were filled with completely different set packs. Almost all of them had their SR packs removed. Needless to say I contacted neokyo about a refund was told even if theyre missing/fake/not as described they are not willing to assist as stated in their TOS. In that same email I said I would use paypal if they could not get/not willing to get my money back from the seller and the manager in that initial reply stated  "Circumventing the terms of use by misusing PayPal dispute system is absolutely illegal and will end up with legal action and flagging of your banking information on both Stripe and Swift systems." I am here to ask if it is illegal to file a chargeback on a proxy buyer even if the items were missing/not as described? Also what does flagging my banking info on stripe and swift systems entail for me? I am pretty close to biting the $560 bullet and canceling the case altogether due to the threat of legal action against me. Thank youIMG_2257.jpg

Welcome to the PayPal Community Forum. I'm sorry to hear a recent purchase didn't go quite as you had expected. If you purchase something through PayPal, and end up receiving something other than what was described, you absolutely have the right to report that transaction through PayPal's dispute process. I can't comment on what's legal or illegal in the merchant's location, however I can say that PayPal operates under and follows local and international financial laws and regulations in each country it is located. 

 

I also can't comment on Stripe's or Swift's systems or their ability to flag specific financial information, but I would still recommend opening a Significantly not as Described dispute with PayPal if you haven't already. And if you have already, do not close the case until PayPal has a chance to take a look at it since you won't be able to reopen it if you do. I am interest to know what the resolution to this situation was. Were you able to get your money back? I'm tempted to use neokyo, but stories like this make me hesitant.
