Does dispute block account?

Hello ! I have been scammed by a buyer on PayPal and i have open a dispute. After asking me a lot of times to close it to refund me, the buyer told me that he had already 3disputes and is PayPal would be blocked if he connect to refund me. Is that true ? Or just another way to scam me ? He also say that if his account got blocked, i won't ever get my money back. Sorry for asking, i have made some research but couldn't really find anything about it. Thank you for your help

Sorry but why would a 'buyer' need to refund you? Do you mean you want him to send the item back to you?

@Millhiore, I'm sorry to hear a recent purchase isn't going quite as you had expected. I can certainly understand how this must be a bit concerning. Normally, you never want to close a dispute before you've either received a refund or received your purchase. Once a dispute is closed by you, you cannot reopen it. To answer your question, "does a dispute block an account", that entirely depends on merchant and their selling and dispute history. If their account does end up blocked or limited, it would not effect any possibility of a refund for you.
