Sorry but why would a 'buyer' need to refund you? Do you mean you want him to send the item back to you?

@Millhiore, I'm sorry to hear a recent purchase isn't going quite as you had expected. I can certainly understand how this must be a bit concerning. Normally, you never want to close a dispute before you've either received a refund or received your purchase. Once a dispute is closed by you, you cannot reopen it. To answer your question, "does a dispute block an account", that entirely depends on merchant and their selling and dispute history. If their account does end up blocked or limited, it would not effect any possibility of a refund for you.
