Does my money return if a “RETRY PYMT” fails and how long until?

Okay so I sent someone online money for a product I wanted. They took forever to respond back once I gave them the money($300) and I got scared and asked for a refund from PayPal because I thought I had gotten scammed. Anyways PayPal said no so then I just decided to wait for this person to answer me. The next day they do, and tell me they’re ready. But then say that they got a message saying I refunded the money. Which is true except I only tried and PayPal declined it. It even says transaction completed. Anyways I don’t get my product and I lose $300. So then when I get paid again later on I see the transaction of $254( I sent this amount first then $50) again but it RETRY PYMT, and I was confused but then I THINK later on that disappeared and my money was back. I wake up this morning and see the same thing again. My questions are will I actually get my money back, when, and will it stop retrying this payment?
