Got official signup and setup emails under my name that I didn't instigate. Can't reach Paypal

I've received a series of emails from [removed]  - The official Paypal address which I've confirmed by triggering an address change on my account, and confirmed by checking 'security details' in Gmail which confirmed the TLS match.

These emails are in Spanish (I only speak English fluently, but understood them via Google Translate) and relate to signup of a business account in my name, which I did not instigate. They relate to various stages of signup and there's an email address change in there too. I have investigated my email I there don't appear to be any unexpected sessions or access on my Google Account.

 

This is obviously some kind of fraud but I'm not sure what, and it unsettles me to have my name or email associated with it. My best guess is that darkweb identity and email address databases are being used to mask the identity of fraudulent merchant signups.

I'm trying to report this but Paypal is making it darn near impossible, so here I am on the forum. The Paypal website seems highly resistant to reporting of issues that do not relate to a specific transaction, and this issue does not have a transaction. The website points me to a phone number, which wastes about 2 whole minutes of me dialing in answers to its questions before saying something to the effect of 'thank you' and then hanging up on me. Please could someone from Paypal help me out.

To finish, some general feedback. The experience of trying to get in touch for a problem that doesn't fit the mold of the most common problems is a challenge - I can understand the need to funnel people with common problems into automated solutions and away from talking to a staff member but it seems a little too hostile in this case, probably not helped by the broken phone answering system.

I've got in touch with someone! After trying calling a few times and eventually giving the 'other' answer instead of the correct one. It seems like the correct answer just gets a hangup 😕
