The seller says that my payment to him has been suspended by PayPal, how can I check this?

If its marked as completed in your Paypal account then you have paid. The fact its pending ( if it is ) or there is any problem on the sellers account its between them and Paypal.
Funds for new sellers are held for 21 days but released more quickly if they provide a tracking number (delivery + 1 day).

Even if the funds were withdrawn to their bank account they are still obliged to issue a refund if they lose a dispute. The hold is to protect Paypal from bad sellers that refuse, meaning Paypal may have to refund the buyer instead putting the sellers account into negative until they pay Paypal back.

If they refuse to send item/service then you could file a dispute for non receipt.
That may impact their paypal account in some way if they continue doing so.

I incorrectly stated the amount of the claim against the seller because the price of the item he sold was listed as US$210, but when transferring to the seller's account, my transfer amount was converted into Philippine Pesos (PHP), and when filing the claim, I thought , that I indicate the claim amount in US dollars ($210), but now I see that the currency icon is PHP. This is wrong, the seller owes me Php 14,402.50. And I filed a claim for 210 php((, is it possible to ask PayPal to reconsider my claim?
