How do I contact someone @ PayPal when nothing in the Resolution Centre applies?

I recently attempted to make a purchase for CTP Greenslip insurance for a vehicle and arranged a pay in 4 contract. While PayPal indicated the full amount had been paid to the insurer they never received the money and I had to pay in full separately to meet the deadline. PayPal has deducted the first of the 4 payments and all 'options' in the resolution centre seem to be directed at a problem with the seller, as opposed to the money not actually arriving from PayPal. Despite attempts, I still can't progress to a point to register the problem correctly and seek both the refund of the first payment and a stop to the upcoming 3. Any advice...I'd be very grateful.

What does it say on the transaction in your paypal account?

Thanks for replying Kernowlass

The PayPal transactions list says that 'We paid the seller in full so you can pay over time".

It seems that as far as PayPal is concerned they have made the payment but I've checked multiple times with the seller and they have not received any funds at all.

I just want to be able to talk to someone at PayPal - is there a way to speak to one of their agents/operators over the phone?
