Not received item, not refunded money. Going on since Oct 30 2023.

I ordered online, did not receive product and was even charged a sales tax, that OREGON does not have. I thought Paypal would help me resolve this issue, but it hasn't yet anyway. I first asked that order be canceled on Dec 11, 2023 after ordering on Oct 30, 2023. It's now Feb 19th. No money and no product.  Now Paypal wants me to file a police report or a report with another government body so they can pursue my claim. Why did they not tell me this on Dec 11, 2023 when I first contacted them, instead of waiting until Feb 19, 2024

Any suggestions to help me get a refund?  This is crazy. I thought by using PayPal it would help protect me, guess not.

Did you open a dispute for non receipt of item or another dispute type?

Did you escalate it to a claim within 20 days?

Did the seller provide a tracking number?

Did tracking show the item as delivered?
