Paypal Resolution Center is a joke for buyers

Paypal Buyer protection is a joke and I advise everyone to never purchase anything using Paypal. I used to think it was a great way to make online purchases because of buyer protection. I purchased an expensive puffer jacket in July that I never received. The item was supposed to be insured and required a signature. For some reason, the shipper decided to do neither of these. After not much help from the shipper (who changed their story several times), I disputed the charge on Paypal. Paypal has a policy that if an item is valued over $750 in the U.S., a signature is required.

 

To my surprise, Paypal denied my dispute because they claimed the shipper provided valid delivery confirmation with signature confirmation! After numerous calls with many agents, they continued to say the package was signed for. Finally, I was able to get an agent to actually look into the case, and she opened a ticket PT-15094953. It was confirmed that the package was not signed for and the case was re-opened. A day later, the case was denied again!

 

An agent on the phone said because it said delivered to LOBBY, that it was sufficient as a signature. I explained that there is no lobbyman or area to drop off packages in the lobby. She said that there needs to be written documentation regarding how it was delivered, which can only be obtained from the shipper. Paypal support is a joke and it seems all of the agents want to spend as little time as possible without reading into any details. Four months later, I am still trying to get this resolved with Paypal. I filed a claim with UPS but only the shipper can see the details. Paypal is asking for an intranet form but UPS is not willing to provide this document. What should I do here? This is absurd, as both the shipper and Paypal are going against their policies here.

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

I totally agree. I will never use Paypal again. I'm the victim of a scam and asked Paypal to help. The "company" I ordered from (supposedly Coldwater Creek Outlet) never did send me a tracking number and when I emailed them to ask about it, the emails kicked back and didn't go through because the address is fake. There is no other way to contact the seller. Then, when I checked the Paypal account I saw the seller is NOT Coldwater Creek Outlets but some individual. Paypal says this seller supplied them with a tracking number showing the order was delivered and is taking their word for it. What a joke.
